Kate Maxlow earns doctorate

Kate Maxlow, director of innovation and learning for Hampton City Schools, has earned a Ph.D. from Old Dominion University in Educational Leadership. Her dissertation is titled, The Pursuit of Equitable Virtual Learning: District Leaders’ Understanding of the Influences on Designing 100% Virtual Learning Experiences During the COVID-19 Pandemic.

“Dr. Maxlow has played an integral role in the HCS response throughout the COVID-19 pandemic, helping to ensure through her leadership that the needs of students, staff, and families were taken into consideration and that student learning remained at the forefront,” said Dr. John Caggiano, HCS deputy superintendent for curriculum, instruction, and assessment. “Not only will the results of Dr. Maxlow’s dissertation be used to inform research in this area of study, but a number of the best practices/strategies identified in her work will be of use to HCS as the division continues to strive to meet the needs of all learners.”

Maxlow has over 17 years of experience in education, having been a part of the HCS family since 2014. She held the position of professional learning coordinator before her current position. Prior to joining HCS, she was an independent consultant and served as the director of innovation and development with Stronge & Associates. Maxlow also held the position of research assistant for the College of William and Mary and supervisor of employee development for Newport News Schools. She was a third and fourth grade teacher at Briarfield Elementary School and Lee Hall Elementary School.
