As older Americans make up the most rapidly growing segment of the population, Sheriff Roberts and other members of the National Sheriffs Association made a commitment to work with other law enforcement agencies to reduce the criminal victimization and unwarranted fear of crime affecting older persons. Out of this agreement with the International Association of Chiefs of Police and the American Association of Retired Persons (AARP), an organization known as TRIAD was developed. TRIAD symbolizes the partnership between the sheriff, police chief and AARP members to enhance delivery of law enforcement services and the quality of life to this population. The Hampton Sheriffs Office has participated in a regional TRIAD since 1995. In 2001, Sheriff Roberts spearheaded the official establishment of TRIAD for the city of Hampton by joining with the Hampton Police Department, the Hampton Chapter of AARP and the Hampton Fire Department.
